In phase 1 of Oceanhamnen, we utilized innovation funding to implement initiatives such as the three-pipe system, the reef, living seawalls, and ocean-based allotment gardens. These initiatives have been well-received and have demonstrated a positive impact on biodiversity.

The aim of the innovation was to establish the ‘Helsingborg Model’, integrating marine values into the routines and processes of urban development (including exploitation, detailed planning, and design).

As we prepare to initiate the detailed planning process for phase 4 of Oceanhamnen, we are organizing a workshop to explore how our routines and planning processes should evolve when incorporating water as a key component. We will also consider potential new innovations to pursue.

9:00 – Welcome
Participants are welcomed and introduced to the context of Oceanhamnen Phase 4. A brief overview of the day’s purpose and objectives will be presented.

09:15 – Why This Workshop?
We reflect on the journey so far – from the innovations in Phase 1 (such as the three-pipe system, reef structures, living seawalls, and marine allotments) to the ambition of creating the “Helsingborg Model.”
This session will outline the importance of incorporating water and marine ecosystems into urban planning processes.

09:30 – Workshop Methodology
A presentation of the structure and goals of the workshop. We introduce the tools, breakout formats, and expected outcomes. Participants will be briefed on the thematic areas and how their input will shape future planning processes.

09:45 – Work Sessions 1 & 2
Participants engage in guided breakout sessions focusing on:

Identifying gaps and opportunities in current planning routines
Co-creating ideas for new innovations and methods for integrating marine values
Each session includes collaborative discussion, documentation of ideas, and short feedback rounds.

11:30 – Recap and Next Steps
The groups reconvene to summarize key insights from the morning’s work. Facilitators synthesize outcomes, and we outline concrete next steps, responsibilities, and how the results will inform the detailed planning for Oceanhamnen Phase 4.
